Ghana: Port Circular on Dunnage Disposal in Takoradi
The Ghana Ports and Harbours Authority (GPHA) has issued a circular summarising new requirements for the disposal of used dunnage aimed at preventing biosecurity and public health risks arising from pests or pathogens that may be present in the dunnage. Previously, some discharged dunnage was released directly to third parties and scrap dealers without proper authorisation.
The following requirements apply with immediate effect:
- The vessel’s Master must apply, through the ship’s agent, for authorisation from the port to dispose of any dunnage.
- All dunnage must be presented to the Port Health Unit for inspection and clearance before it can be removed from the port.
- The removal of dunnage from the port without prior clearance and certification by Port Health is strictly prohibited.
- Security personnel stationed at all port gates will strictly verify the necessary authorisations before permitting any dunnage to leave the port.
Background
In 2004, in order to meet the waste disposal requirements of the International Convention for the Prevention of Pollution from Ships (MARPOL), GPHA entered into concessionary arrangements with private sector operators for the provision of Port Reception Facilities and Services at both Takoradi and Tema.
GPHA also launched a campaign to dissuade private citizens from dumping waste within port limits.
