DR Congo: Election Results Delayed
As reported in the press, votes are still being counted in the DR Congo’s presidential election and therefore the results were not published this weekend as originally announced (see our website alert of 2 January 2018).
Gabon: Ports Secure
Budd Gabon advised earlier today that, despite the attempted military coup which started in the night of 6 to 7 January 2019, vessels calling in Gabonese ports are not in danger although commercial operations have come to a halt as port (and all other) employees were told to stay at home today.
DR Congo: Internet Down
Following the Democratic Republic of Congo’s 30 December 2018 presidential election, Budd’s Kinshasa and Matadi offices have confirmed to us over the telephone that internet connections are either extremely slow or completely down in most of the country.

China Sulphur Emission Control Requirements Updated
Earlier this month, the China Maritime Safety Administration published a further notice on the implementation of the low sulphur fuel requirement in the Emission Control Areas (ECAs). The ECAs have been expanded to include all Chinese waters, including not only all the coastal ports but also the inland waterways on the Changjiang and Xijiang rivers.
